8. Benjamin Fahrer from Ocean Song introduced himself. Has done watershed work
in the Carmel area and is looking to getting involved here.
9. Kurt E. reported that DFG is starting stream inventory at corner of Joy Rd
and Bodega Hiway. Thurston and Nolan Creeks will be done next.
10. CA Critical Coastal Areas – Information Exchange coastal.ca.gov. Everyone
should fill in survey to determine pilot projects. Critical areas can be listed
without becoming projects. LINKS WILL BE SENT WITH MINUTES
11. Bears – people need to secure trash. Later pick up times would allow
people to put trash out in the morning.
12. Occidental reservoir – Kurt E. researching purchase of land and/or
water to augment summer flows. The spillway could be reworked with meanders
and shade to cool the water. Kurt has had positive conversations with Richard
Retecki and others about this project.
13. Michael Presley had a mountain lion attack several years ago. A representative
of the Mountain Lion Federation came to talk about building lion proof fencing
to protect livestock so there is no need to kill lions. The long-term goal of
bringing back elk would be compatible with a mountain lion project.
14. Springs – Michael wondered if any group is studying or doing an inventory
on springs in the watershed. There is concern that if spring locations were
known they would be developed. Spring inventory/ could be combined with developing
conservation and protective easements.

Notes from Salmon Creek Watershed Council meeting
March 18, 2003; 7:00 - 8:15 PM, at Pastorale. 23 attendees
1.
Jennifer Melman reported that plans for the viewing
platform for Salmon School Waterfall are moving ahead thanks to donated
labor and should be complete by the end of the week. Donations and assistance in kind will be sought to cover the
cost.
2.
Plans for wide spread water quality monitoring
initiated by Jennifer will now await implementation of the new grant. Creek monitoring can be done now with
the aid of the Clean Water Institute although this work will not count as an
in kind contribution to the grant until May.
3.
Paul Riai from the CYO is moving ahead on plans
to integrate creek monitoring into his curriculum. The Bishop's approval of
a conservation easement from Sonoma County Agricultural and Open Space will
allow them to move living quarters away from the creek and begin restoration
of the riparian zone.
4.
Darlene LaMont expects the long-overdue Kleinfelder report
to the Board of Supervisors on ground water along the Joy Road ridge
to say that the problem is so severe that action is needed, not more study.
To back up the report with specific examples of diminishing ground water
and to move the board to action a large vocal turnout is needed when this comes
up at the BOS, probably some time in April.
Notices will be sent.

The plan to keep ocean outfall (thought to involve
a 5-foot diameter pipe likely to run down Salmon Creek Road and into sea off
of Salmon Creek Beach) as an option for Santa Rosa has been resurrected as toxic
rules and the now-protected Tiger salamander make other alternatives less viable.
It is due to be discussed by the Board of Public Utilities in the Santa
Rosa City Council Chamber Thursday, March 20 at 1:30 PM. Concerned citizens are needed at this meeting and, should the
proposal move on to the City Council, there also.

Richard Retecki from the California State Coastal
Conservancy, described his agency that now has three projects planned in
our watershed:
a.
A Coastal Prairie Stewardship Study that is funded for
4 years, $90,000.
b.
Proposal that is being developed by SCWC for a comprehensive
inventory of Salmon Creek Estuary and other problems in the watershed that he
is due to present to his board in June for ~$400,000.
c.
A GoldRidge Resource
Conservation District grant to look at roads, sedimentation and such and to
develop best management plans for ranges in the area. ($250,000).
Using
these funds to analyze watershed problem areas should position us well to return
to his agency in 3-4 years for implementation grants.
He
noted that his agency's bond-funded budget is going to remain stable through
2006-7. He also has the ability
to increase funding on approved grants by 15% with just a letter and a budget
page without going back to the full board.
His board is now looking favorably on supporting environmental education
programs throughout coastal watersheds.

Funds must be received through a 501 3C organization.
In addition to the OAEC and Bodega Land Trust, Learning Waters (Abby
Myers at Chanslor Ranch) and the CYO have such designation.

David Shatkin reports that all is on track for Watershed
Day 2003, May 17. Much help

10. An interim meeting is planned for 7 pm Tuesday, March 25th at Ann and Alistair's house in Bodega (710 Salmon Creek Rd.) to obtain more input into the grant being prepared for the Coastal Conservancy. An outline of thoughts generated so far will be sent out beforehand.
Notes from Salmon Creek Watershed Council meeting
February 18, 2003; 7:00 - 9:15 PM, 10 members present
1. Discussion focused on the recently funded GRRCD (Gold Ridge Rural Conservation District) grant for Salmon Creek whose purpose is to initiate a dialogue between all landowners about this common resource with the goal of restoring coho. Questions arose about implementation, some of which may be answered on Feb. 19th when Kathleen and others from our group meet with Dee at the RCD.
a. As the RCD will want a contract to be signed and SCWC people held accountable for their responsibilities under grant, should SCWC have a more formal leadership or is a 'steering committee' sufficient?
b. To set up the proposed water monitoring to be overseen by PCI (Prunuske Chatham, Inc.), an early meeting was thought necessary to decide what data to collect, how to go about it, how to use it and how to store it. Some degree of confidentiality will be necessary and a nondisclosure agreement to encourage compliance was suggested. Interested parties include Salmon Creek Highlanders and Abby from Chanslor Ranch (both now collecting creek data), hydrologists Lauren Hammock and Brian Cluer, representatives from Salmon Creek School and the CYO. There are a number of known sites with good access.
c. Assessment consisting of gathering of existing information and land use history will likely fall to the SCWC. A meeting may be devoted to how to accomplish this task..
d. The steering committee that will oversee the grant will consist of 2 from the watershed, 2 from GRRCD, the project director (who may be one of RCD staff or a new hire), PCI rep and Gail Seymour from Fish and Game.
e. Outreach meetings, likely to fall to SCWC, should dovetail with those planned by Janet Moore with UCCE, who has funding for such and the Bodega Land Trust that has mentioned an interest in joint sponsorship.
2. Watershed Day plans were updated by David Shatkin.
a. Date is May 17, 2003 at Salmon Creek School
b. $3,000 grant has been obtained for publicity and others are in the works along with a general appeal to cover permits, facility fees and such. PLEASE RESPOND IF POSSIBLE.
c. Speakers so far: Mike Riley and Gary Holtzman, environmental attorney. Suggestions for speakers: (1) someone who could describe Miwok environmental impacts (2) The great-granddaughter of Steven Smith, original owner of the ranchero in this area.
d. Suggestions for tables: (1) a watershed history table, possibly including long term residents. (2) grant information table to explain grant and seek volunteers.
e. The next meeting on Watershed Day ,at which volunteers for specific tasks will be recruited ,will be at Pastoral, Thursday, Feb. 27, 7:00 PM.
3. All were urged to join Kathleen in attending the Gold Ridge RCD monthly meetings on the third Thursday of the month in Sebastopol at 7:00 PM.
4. Kurt has contacted the Coastal Conservancy with a proposal for a grant dealing with the Salmon Creek estuary and received positive feedback.
5. Craig Anderson of Land Paths has money for a study of a trail system they hope will go from Salmon Creek beach, over the ridge, down into Willow Creek and the Russian River and out to Shell Beach. It was hoped that they would stick to ridgelines and stay out of creeks. Concern was expressed about an open space easement on the Collis property that includes trails and how this would be implemented.
6. The existence of a West Sonoma County Working Group that is making plans for our area has come to light. Curiously, it includes State Parks, the Coastal Conservancy, Land Paths, Open Space District, and Sonoma Land Trust, but no resident groups. Individuals from these agencies may be invited to our meetings in hopes of providing resident input.
Next meeting will be Tuesday, March 18th, 7pm at the Pastoral building in Freestone.

Fish and Game Department:
Last summer Fish and Game
managed to complete habitat typing work on Finley, Coleman Valley, Fay and
Tannery Creeks, a monumental task as they progress at only 3/4 to 1 mile/day.
Next year they will tackle Thurston and Nolan and then issue their
report on the Salmon Creek Watershed.
Coho salmon have been added
to the state endangered species list.
This triggers immediate work on a recovery plan at Fish and Game and
Salmon Creek is included in this planning, among other watersheds that historically
hosted coho. (Gail Seymour)
Environmental education
at Salmon School is in the planning
stages as they implement two new grants that will support staff and enable
them to bring in experts to facilitate monitoring and restoration. They hope to have kids out on the creek
in January. (Laurel Anderson
829-3404).

Funding from Windsor and Kelly among others is in place, planning is
going on now, and construction is planned for next summer. (Jennifer Melman; 874-1658).
A water quality-monitoring
program is being planned throughout
west county watersheds. In three
weeks those interested will have their first meeting. (Jennifer Melman, 874-1658).
Creek monitoring has been going on in the upper reaches of the creeks
feeding into Salmon Creek by the Salmon Creek Highlanders who obtain training
and equipment from the Clean Water Institute in Occidental. Water is monitored monthly and habitat
quarterly. Highlanders are seeking
own equipment and lab space and are willing to help others get started on
monitoring. (Darlene LaMont; 874-3958).
A west county bird-monitoring
network is being set up in conjunction
with the Institute for Bird Populations at Point Reyes and seeks grants and
ideas. (Heather Howitt, 695-3109).
The CYO that offers environmental education to thousands of
students each year is planning a construction project to renew its aging camp
facilities and wants it to be as 'green' as possible. They are also negotiating for a conservation easement with
the Sonoma County Open Space District that would cover the vast majority of
their over 200 acres and are interested in learning about and implementing
creek restoration on their land. (Paul Raia, 874-0203).)
A group is forming that is
interested in restoration of the entire reach of Salmon Creek running through
Freestone. A walking tour is planned for those who
live along the creek. (Kathleen
Kraft, 874-2014--leave message when she should call back).
The Gold Ridge RCD has obtained a large (>$400,000) Prop 13 grant that
will support ranch management plans, riparian fencing, erosion control and
such on the Estero Americano, Salmon Creek and Cheney Gulch. Approved money may be several years in

Several grants are pending
with various agencies. Gail reported
that implementation grants have the highest priority at Fish and Game where
one third of about 400 proposals are funded (assuming no state budget cutbacks).
Chanslor Ranch's environmental
education program, Learning Waters,
is well under way and starting water quality monitoring while applying for
grants for education and transportation for city kids. Michael Fawcett (875-2721) does sophisticated
research there that they hope to make accessible to everyone.

A West County Fire Safe
Council is just starting to develop
and hopes eventually to tap into the 3.8 million in federal funds allocated
for California to support good forestry work (thinning, chipping, brush control,
etc.) leading to fire resistance. (Kathleen

Ground water issues are being studied for the Board of Supervisors by Peter
Dellavalle of Kleinfelder who is preparing a preliminary planning analysis
of water problems in three areas: Joy Road, Bennett Valley and Dry Creek.
It appears that Joy Road has by far the most serious problem and Peter
may recommend skipping the long-term study and suggest that the Board of Supes
act now on this problem. He is
tentatively scheduled to report to them on December 19th and it
is crucial that a body of concerned citizens be there to emphasize the seriousness
of the problem. It is hoped that
Peter will give a public presentation locally covering general information
on the structure of local aquifers on Dec. 10th. (Darlene LaMont; 874-3958)
Future meetings of the Salmon Creek Watershed Council will be on the
third Tuesday of the month. Next
one is December 17th, place to be announced. Larger quarterly meetings interspersed
with monthly working meetings were favored.
Summer Morlock presented the
Klamath Resource Information System
(KRIS) (see www.krisweb.com
). It is a non-profit group organized
to assemble and make available on line and for free watershed data that relates
to water quality and to identifying limiting factors for salmon.
They are currently gathering information for a new data set to consist
of information about watersheds from the Muir headlands north to include Salmon
Creek. Entitled 'Kris West
Marin/Sonoma', it should go on line

Proposition 13 update...
Ann reprted the draft had been sent to Janet Blake. There hadn't been a
response from Janet, but Gail Seymour answwered with 3 pages of valuable
suggestions we could incoporate into the Grant Application. She said she'd
meet with teh grant writing group alonmg with Liza Prunuske early this
coming week.
To be included in the application, there was a question to Steve about The
Bodega Land Trust's history of easments and projects. We need similar
infoamtion from the NRCS, Coastal Conservancy and The Gold Ridge RCD.
Also from Gold Ridge (either Joe Pozzi, or more likely, in a timely
fashion, Jeff Sharp) we need theLandowner data-base to help Fish & Game
with the instream habitat typing work. Kathleen wil call Joe, again for
the umpteenth time, to pry out the information.
Important reminder to hold through all discussions: One of the stated goals
in the Salmon Creek assessment that it remains a "wild creek".
Watershed Day...
Next Watershed Day meeting Feb 1st at Kathleen Brennen's. Brock made three
presentations at Salmon Creeek School and Harmony School for the poster
project. They were video-taped for future use. A video history project was
suggested. Saving stories and memories from long-time residents. David
Shatkin is working with the school's science and environmental teachers on
projects. Mike Jenson canhelp with High school mentors. Surfrider
Foundation gave $200 for Wateshed Day. Ben will make T-shirts with a
winning student poster. Speakers are being narrowed down. ONe speaker at a
time, not two at once as last time. Hydrologists and geo-morphologists
sound mighty popular. Check with The Occidental Community Council, contact
person, Dave Hamilton.No money available from River Network. The mailings
for solicitations from Businesses and Sponsors will happen soon. Joy Road
Neighborhood Association, Rural Alliance lists possible as data-base.
Bodega Land Trust Letter of Affiliation...
"Memberships" will be from the Salmon Creek Watershed Council as an
organization, not from individuals.
Question? Will the BLT administer ALL funds? Micro-managing or easily
pass-through. BLT shouldn't have to do everything. Tax identity, interest
incurred, W-2, insurance,1099's for subcontractors, etc... Linda, Alistair,
Steve, Kathleen re-writng the letter.

A short report on my meeting with the Team Leaders
Each grade grouping has an annual plan of study composed of many topics. Each grade on the elementary level is going to find a topic which will fit into some aspect of "watershed." The second grade studies plants and animals, the fourth grade studies salmon, the fifth water treatment, and has taken a tour of the Dutch Bill watershed. Jane McDonough, the principal\superintendent at Harmony will work with the teachers there to develop the list of topics. Hopefully, then we can find resources to assist them.
Mike Heffernon, the math/science team leader at Salmon Creek, suggested that it was too difficult to take a whole classroom of students to the creek at one time and perhaps we could find someone with particular knowledge/skills to take groups of kids, at a time, down to the creek to work on a specific experiment or project. The principal at Salmon Creek, Sue Simon, will work with the other teams there to develop a set of topics that we can assist with.
There was some discussion as to whether the poster project should have winners or some other form of recognition in each class and\or grade level. The consensus was that prizes, etc. should not be part of the project. At Harmony, it seems that parent volunteers do art projects with the classes. I will try to reach these volunteers to see if we can enlist them in this effort. I¹m not sure how it was left with Salmon Creek. I will pursue this with Sue Simon.
The people at Harmony did not seem to know anything about the "Harmony Dragon". Salmon Creek however, does have a salmon costume.

Salmon Creek Watershed Day
The next meeting of the Salmon Creek Watershed Day Committee will be held at Kathleen Brennan's house on Burnside Road on Tuesday, November 25 at 7 PM. Harmony Elementary School and Salmon Creek Middle School are interested in working with us but not in taking on extra work. On November 29, David will meet with teams of teachers from both schools. The teachers want to integrate their participation with their annual plan and they would welcome resource people. There is interest in the "River of Words" program. People should keep their eyes open for photos to put on the mural. Kathleen Brennan wants to work on a grant for the educational aspects of the Watershed Day. PG&E is another source for educational grants.
Goldridge Resource Conservation District report
The November 16 meeting was well attended by watershed groups and various agencies. Joe is considering hiring Jeff Sharp (who has a master's degree in environmental economics) for RCD staff; the Board will consider this in December. Ann will meet with Joe next week about Salmon Creek grants. Need to identify projects. There is money available from the state for a watershed coordinator (75K) to set up an office and to coordinate and centralize RCD activities. The watershed coordinator will most likely be for the Russian River watershed, which encompasses most of the district but does not include Salmon Creek watershed. We might look at Tomales job description for watershed coordinator.
Proposition 13 watershed assessment proposal
Brock, Ann, Kathleen, Kurt, and David Berman met with Liza Prunuske and Martha Neumann about Proposition 13 funding. Funds that are available now are for watershed planning and assessment. Individual watersheds should take the lead on assessments of watersheds (there is a 200K cap) and can work with Prunuske-Chatham. Janet Blake of North Coast Regional Water Quality Control Board supports this approach. Much more money will be available next year. Liza will help with grant-writing for free. In their proposals, the individual watersheds need to convey that although they are applying separately they are working together on regional planning. Everyone should read the RFP before the December 18 meeting with Carol Mandel of NRCS. The RFP can be downloaded (?) from the web at http://www.swrcb.ca.gov/prop13/index.html The meeting will be held at 7 PM at Occidental Arts and Ecology Center. Janet will offer 2 workshops locally to help with grant writing; dates have not been announced. The deadline for the proposals is February 1, 2001. Work can begin next fall. Salmon Creek will need a project coordinator.

Salmon Creek Watershed Day Planning Meeting

Committee members present reviewed budget which was prepared for the WAG grant, and revised to reflect items deemed necessary. Total amount came to $4050. For detail on revisions see Kathleen Brennan.
Kathleen Brennan opined that the most important item to fund soon is the $1500 for education (15 classrooms @ $100). She will look into funding opportunities for the $1500. She has identified potential sponsors from the list of previous sponsors, and has a draft letter which will be circulated.
Diane Masura reported that she spoke with Janet Green, who agreed to organize music for the event. Since she now lives in Cazadero, she will try to attend occasional meetings, including the next one. She also thought one opportunity for improvement is with press releases, which should be earlier, and more frequent. Janet also gave some ideas for funding opportunities.
Diane and David Shatkin will meet with Harmony Scholl principal and teachers. David contacted David Berman regarding education.
Amy Hill would be interested in telling stories about the area , and possibly doing a book signing.
Kurt spoke with Janet Moore, who may not be able to help, but does have some ideas she is willing to share for recruiting artists. He is also working on a History project, similar (or adjunct) to the one done in Bodega. He notes we should put the call for entries out for the poster contests soon.
Zeno agreed at a previous meeting to look into poetry. He was unable to attend this meeting, but Jillian brought a report from him. He was able to get firm commitments from Elizabeth Herron and Fred Euphrat. He has calls in to several other poets/writers, and had a few people he was unable to track down.
All in attendance agreed to continue to move forward on their respective tasks, and meet back Tuesday, November 28 at 7pm.
SCWC MINUTES SYNOPSIS_10/00

In the absence of Kathleen Kraft, David Shatkin acted as moderator. Also attending were Diane Masura, Steve Killey, Kurt Erickson, Sandy Sharp, Linda Esposito. David reported the events at the last Watershed Day meeting. He has contacted David Berman from Dutch Bill Creek about working with the school program. Reciprocally we were asked to provide a representative for the upcoming Dutch Bill Creek meeting October 25th. Kurt Erickson volunteered.
Diane had passed out a compilation list from the survey taken at the first public Council meeting in order to assist in the volunteer outreach for Watershed Day. She and David will be meeting with the principal at Salmon Creek School in order to prepare a presentation at a staff meeting involving teachers in preparing students for the event. Representatives from Atascadero Creek and Ebabias Creek attended and expressed an interest in working with us on Salmon Creek Watershed Day.
Diane reported having received the requested filing word list from the Town Hall Coalition. She needs to take the next step in setting up the filing system for Salmon Creek Watershed Council. Steve said the next step would be to obtain the software program and the name of the person who helped to set that up. Kurt volunteered to research that and then to help install the system. Diane offered to be trained in maintaining the filing system. Linda expressed an interest in working on the system too.
David Shatkin offered to combine all the rosters and lists acculumated to date for an updated roster list. Steve Killey will supply him with the materials. Kurt described a meeting he attended of several watershed groups (as yet untitled) which successfully collaborated to discuss funding available. Joe Possi of the Gold Ridge Conservation District is working with watersheds north and east of Santa Rosa to help them attain funds for watershed assessments there.
The proposed damming and ramifications on Ebabias Creek was discussed. Kurt reported what steps are being taken to address the situation. Kurt also described the Watson School display project which will educate the public on the historic site and showcase the Salmon Creek watershed.
The next Salmon Creek Watershed Day meeting will be held at the home of Kathleen Brennan, 3470 Burnside Rd. at 7pm. Tuesday, October 24th. The next Salmon Creek Watershed Council meeting will be held at Ocean Song Council office 10am. Sunday, November 19th.
SC Watershed Day Committee Meeting 9/00

We had a well attended meeting with representatives from Green Valley\Atascadero, and Ebabias Watersheds in attendence. We focused on specific task oriented committees and people took responsibility for helping to organize most of working committes to help with those specific tasks. Those tasks include: speakers, publicity, food, site\permits\insurance, booths and displays, entertainment, school projects, fun and activities, art show, and fundraising. We are still awaiting word on a grant to help fund the Watershed Day and hope to hear during the month of November. We will need many more volunteers and continue to reach out to surrounding watershed groups.
SCWC MINUTES SYNOPSIS_9/17/00
The affiliate agreement between Bodega Land Trust and Salmon Creek Watershed Council was reviewed and approved. The application fee will come from funds for the Council held by BLT. Since Council is an officerless association, Kathleen Kraft volunteered to sign the document.
Salmon Creek Watershed Day Committee gave its report. Diane Masura and David Shatkin met with Kathleen Brennan and discussed the status of the grant application to WAG of Sonoma. At present we are still awaiting a response. Diane and David did an on-site inspection of the Salmon Creek school campus and talked with some staff members. School site maps were handed out to Council and discussion followed on campus use. Site fees for the various areas on campus were enumerated in preparation for submitting application for site use to the school. The next meeting of this committee will be at Kathleen Brennan's 9/28/00 at 7pm. Meanwhile, David will make contact with other watershed volunteers and the teachers at the staff meetings at both Harmony and Salmon Creek schools.
Kurt Erickson updated the Council on activities of the Sign Committee. He noted the work of similar nature being done in other watersheds. Mike Reilly advocates county signs at specific sites to identify creek crossings. At present the committee has a listing of 15 to 20 possible sites for signs. Ann Cassidy has a file of costs and sizes available through the county. The final selection of sites and sizes and design finalization are yet to be decided. Reference was made to the sign proposal by Brock Dolman at the Occidental Arts and Ecology Center for a collaborative effort with Dutch Bill Creek watershed in downtown Occidental. Kurt also described a plan for display and possible overlook proposed by the County at the Watson School site to which we could contribute visuals about Salmon Creek.
Liza Prunuske of Prunuske Chatham Inc. spoke to the Council enumerating funding sources and making recommendations for Council application. She offered to work with Council to train volunteers for assessment and monitoring within the watershed. She also offered to help with grant writing. Some of the grant funding available she recommended were:
Coastal Conservancy bond monies set aside for on-going salmon stream work with Karen Gear as contact person.
319H EPA Clean Water Act grants worked through the State Water Agency and Goldridge Resource Conservation District
205J Grants for watershed assessment and management planning due in August
SB270 Fish and Game grant due in February and April for watershed restoration planning
EPA funds through the Department of Transportation to mitigate the effects of road building
County Water Agency Funds which may possibly be available for other watersheds besides the Russian River Watershed.
The next meeting of the Salmon Creek Watershed Council will be Sunday October 15 at 10 am. at the Ocean Song Barn office.

SCWC MINUTES SYNOPSIS_8/20/00
Copies of minutes from the previous meeting were reviewed and the agenda was set. Kathleen Kraft chaired. David Shatkin made a sign for posting at the Ocean Song entrance on meeting days. Agreements are being forged with Ocean Song as to use of the office space, access, and limitations in exchange for use of copier and computer. Grant applications are in and acceptance is awaited. Salmon Creek Watershed Day proposal was presented to the Harmony School District Board and accepted. The Day will be at the Salmon Creek School campus May 19, 2001. A report was presented by Alistair Bleifuss, Kathleen Kraft and Sandy Sharp who attended a workshop gathering other watershed groups. Filing systems are yet to be set up for the many materials and resources being acquired by the Center. Kathleen Kraft will put Diane Masura in touch with a consultant to get the process started. Gold Ridge RCD newsletter and upcoming 9/16 meeting at Bodega Firehall were discussed. Materials for the Salmon Creek Watershed Office still needed are pens and pencils, file folders, and a vacuum cleaner. A format for our pamplet was suggested. The next meeting will be Sunday, September 17. The Watershed Day committee will meet Wednesday August 30th at 6:30pm at Kathleen Brennan's.
